The Leadership to Ensure Adequate Nutrition (LEAN) project aims to improve maternal and child nutrition in the remote Chittagong Hill Tracts of Southeastern Bangladesh through a consortium of six partners led by United Purpose (UP). The project aims to break the perpetual cycle of undernutrition in 18 selected Upazilias under the Districts of Rangamati, Bandarban, and Khagrachari in the Chittagong Hill Tracts. The project funded by the European Commission (EC) will work to improve maternal and child nutrition for 282,000 pregnant and lactating women, children under 5 and adolescent girls by providing holistic, nutrition-sensitive and nutrition-specific livelihoods models to diversify diets and income for the most vulnerable whilst working with local, district and national government to promote nutrition-sensitive governance at all levels. The specific objective of the Project is “to create an enabling environment for improved and sustained pro-poor nutrition security service delivery and awareness will address the institutional determinants of undernutrition in the CHT which include the political and policy framework for nutrition, and the coordination and service delivery structures”.

The consortium of partners is led by United Purpose (UP) and consists of technical partners HELVETAS Swiss Intercooperation (HELVETAS) and the Global Alliance for Improved Nutrition (GAIN), as well as three implementing partners Caritas Bangladesh (CB), Integrated Development Foundation (IDF), and Jum Foundation (Jum).

 

 About the Role

Facilitation of nutrition and WASH activities at the community level, in schools, adolescent clubs and civil society. The Facilitator will engage with all relevant local government institutions and will report to the Upazila Coordinator. 

Key Duties and Responsibilities

The Nutrition and WASH Facilitator will be responsible for the implementation of assigned activities at the community level under the supervision of the Upazila Coordinator. The duties and responsibilities are as follows:

 

Overall purpose:

  • Carry out field level activities to successfully implement the LEAN nutrition governance project.
  • Overall coordination at the community level to ensure smooth delivery of project activities in accordance with donor requirements and guidelines.
  • Maintain coordination and communication in terms of project operation, assist the Upazila Coordinator to monitor project progress, quality and share learning.
  • Ensure that the project follows relevant compliance, statutory rules and regulations, standards and Jum Foundation Policies.
  • Carry out advocacy efforts representation both the project and organisation at community level events, workshops and conferences.

 

Tasks and Responsibilities:

  • Coordinate and implement assigned tasks in line with project goals and objectives
  • Coordinate activities by maintaining strong relationship with Government, relevant departments, local government institutions, communities and stakeholders
  • Organize and facilitate meeting, workshop, exposure visit, Cross learning events and community level events
  • Coordinate with Upazila Coordinator and relevant partner officials
  • Establish linkages between MSP and multi-purpose service hubs
  • Facilitate public sector platforms to promote nutrition integration in activity plans, budgets and activities
  • Facilitate mother and child health (MCH) coordination meetings
  • Assist and Capacity building of Union Parishad bodies on nutrition sensitive programming
  • Facilitate Union Parishad and its Standing Committees to strengthen female members as change maker
  • Promote nutrition and WASH through theatre, local artists and folk musicians
  • Sensitise School Management Committee on nutrition
  • Develop, promote and engage Student Brigades on nutrition and promote Blue School Concept
  • Organise school-based nutrition fair
  • Facilitate private sector to hold innovative nutrition activities and school competitions
  • Facilitate WBCs  to organize nutrition session for producers groups
  • Assist for Identification and selection of innovative low-cost nutrition smart and climate/DRR sensitive technologies
  • Assist in selecting and organizing training of early adopters and LSPs on selected technologies
  • Promote trials, demonstrations and pilots on nutrition sensitive agricultural activities
  • Assist in reviewing and development of nutrition sensitive disaster preparedness and recovery programmes
  • Assist in organizing training to SPAs and MSMEs on nutritious food production and consumption
  • Assist assessment for WASH and DNI supply chain development and product promotion
  • Assist in organizing orientation and skills training for SPA/LSP and front-line extension staff on WASH and DNI product promotion
  • Prepare reports and ensure timely submission to Upazila Coordinator

 

Other

  • Any additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

 

Job Requirements

 

Skills:

  • Good command in Bangla and Minimum working knowledge in English
  • Basic Computer skill 
  • Coordination, community engagement, mobilization and relationship building skills
  • Networking, communication, negotiation and interpersonal skills

  • Ability to work effectively with people from diverse backgrounds
  • Ability to work independently and in a team
  • Organizing and facilitation skills

Educational Qualification:

 Graduate or equivalent degree from a reputed College/University

 

Work Experience:

At least 3 years’ work experience in reputed development organizations. At least 2 years’ nutrition/health/livelihood project related experience desirable. Experience in particular nutrition project would be an added advantage.

About the Role

Broader role of this position is to facilitate interventions of market system development and value chains (VCs) and community mobilisation of LEAN project. The selected candidate will engage and coordinate local service providers (LSPs) and their apex bodies at Upazila level, , MSMEs, small holders, producer groups and all relevant public and private sector  institutions/actors.

Key Duties and Responsibilities 

The Market Access and Community Mobilization Facilitator will be responsible for the implementation of assigned activities at the community level under the supervision of the Upazila Coordinator. The duties and responsibilities are as follows:

  • Follow up nutrition sensitive and nutrition specific interventions in assigned working area (s)
  • Support activities performed by the Local Service Providers (LSPs), Service Providers Associations (SPAs). Regular follow up the collection points, assess their functionality and support to strengthen collection points are in the project areas.
  • Support DRR interventions. Follow up DRR activities are well functioning at community level.
  • Coordinate activities by maintaining strong relationship with the relevant government departments local government institutions, LEAN supported community-based organizations, communities and LEAN stakeholders
  • Organize and facilitate meeting, workshop, exposure visit, Cross learning events and community level events. Follow up project activities according to project indicators
  • Coordinate with peers, colleagues at Upazila and District level, Upazila Coordinator and consortium colleagues at different organizations
  • Establish linkages between MSP and multi-purpose service hubs
  • Engage communities in awareness-raising events
  • Hold demonstrations for clubs engaging the private sector
  • Hold demonstrations on diet diversification for clubs and community
  • Support adolescent clubs to host awareness-raising events

  • Assist rapid local food/production/market assessment & identification of LSPs
  • Assist to analysis of local food production & market assessments by PPPP
  • Facilitate mapping and selection of nutrition sensitive value chains through PPPP
  • Assist in organizing of skills training for LSPs on nutrition sensitive agriculture, business development and finance for women’s economic empowerment
  • Match making between producers and input and output value chain actors, incl. financial service providers
  • Facilitation of multi-stakeholder joint initiatives to establish collection and sale points in production zones
  • Implementation of measures for market system and value chain improvement
  • Assist in organizing training for SPAs and MSMEs on business planning and development and service provision for nutrition sensitive agriculture
  • Assist in organizing of skills training to SPAs and MSMEs on farmer/agri-business advocacy, market requirements
  • Assist in organizing peer learning visits between SPAs and MSMEs
  • Prioritization of economically and socially viable WASH and DNI products and services for supply chain development
  • Matchmaking of suppliers and local retailers for supply chain development
  • Support in establishing of local production and sales centres and skills and business development support for local entrepreneurs
  • Prepare reports and ensure timely submission to Upazila Coordinator

  • Perform any relevant and rational additional tasks assigned by the Supervisor that may be within the scope of the position to ensure the effective delivery and development of the project

At least 3 years’ work experience in reputed development organizations. At least 2 years’ nutrition/health/livelihood project related experience desirable. Particular experience on market access & community mobilization would be an added advantage.

 Qualified and experienced persons who are working or worked with Jum Foundation will get priority in employment which will be processed in accordance with internal recruitment policy of Jum Foundation. The Upazila Coordinator will coordinate Facilitators and public/private organisations for smooth implementing project activities

 The Upazila Coordinator is the leader of the Upazila project team. She/he/they will be responsible for coordination, implementation, monitoring and supervision of all activities in assigned Upazilas of Rangamati District. The duties and responsibilities are as follows:

 Coordination & Implementation:

Monitoring & Supervision:

          Monitoring and supervise the project activities and smooth implementation as            per Plan.

  • Progress monitoring through regular field visits
  • Supervise and check the quality of work/deliverables of the field Facilitators
  • Support team members on ways to properly document, organize and capture progress of the project

 

Reporting and Documentation:

  • Compile Upazila reports and ensure timely submission to Project Manager 
  • Prepare monthly, quarterly and Annual progress report
  • Documentation, knowledge management and dissemination of reports relating to training, workshops, surveys, dialogue, events.  

 

Advocacy:

  • Assist partner’s officials to develop and plan coordination processes as an advocacy tool between community, private sector and the government through the local service provision approach.
  • Develop and maintain relationship with different thematic networks, NGOs, and media
  • Coordinate and assist in arranging meetings/workshops/conferences and relevant events that are implemented at Upazila and community level
  • Represent the project at advocacy and networking events
  • Maintain a functional relationship with relevant nutrition sensitive institutions and stakeholders

  • At least 2 years livelihood project related experience desirable.
